Qatar: Human rights concerns linger including ill-treatment of migrant workers, women and detainees: Amnesty International Submission to the UN Universal Periodic Review, May 2014
Amnesty International notes with regret that the right to freedom of expression is not fully guaranteed in Qatar. Also, domestic legislation on the rights of migrant workers is discriminatory and open to abuse, facilitating labour exploitation. Gender-based and sexual violence is reported, including by migrant domestic workers. The organization is concerned that despite recent changes to legislation on torture and ill-treatment, incidents of torture continue to occur, including against detainees. Corporal punishment continues to be reported, including “flogging” as punishment in detention.
