Israel and the Occupied Territories: Oral statement to the United Nations Commission on Human Rights on the Israeli Occupied Territories

This report summarizes an oral statement delivered by AI at the 51st session of the UN Human Rights Commission in Geneva, 1 February 1995. It outlines AI's main concerns, namely: the use of torture by members of the Israeli security forces, as in the case of Ahmad Sa'id; alleged summary executions by Israeli undercover units, e.g. the killings of six members of Fatah in March 1994; the killing of Nidal al-Tamimi in October; the holding of over 250 Palestinians in administrative detention; the administrative detention of over 30 Lebanese nationals; the detention of over 250 people incommunicado in the Khiam detention centre and the deaths of three detainees in detention or soon after release. AI's concerns in areas under the jurisdiction of the Palestinian Authority are also summarized. These are: the torture or ill-treatment of alleged collaborators; the arrests of hundreds of alleged members of Islamist groups; and the unlawful killings of at least 15 people. AI also condemned abuses by Palestinian opposition groups.
