International Criminal Court: Concerns at the third session of the Assembly of States Parties (6 to 10 September)
The third session of the Assembly takes place in the context of a functioning Court, which has in recent months announced the commencement of two investigations. There are a number of very important issues that it will need to consider in a short period of time. These include the draft 2005 budget of the Court, the draft Relationship Agreement between the Court and the UN, the Regulations of the Court, the Regulations of the Trust Fund for Victims, revision of the election procedure for judges in advance of the next election in 2005, and the election of a Deputy Prosecutor for Prosecutions. This paper looks at many of these issues and makes recommendations for the Assembly.
