The human rights situation in Turkmenistan has been appalling for years. It has deteriorated even further following the November 2002 attack on President Saparmurat Niyazov, which triggered a new wave of repression in the country. This paper focuses on the recent escalation of human rights violations following the November 2002 attack. However, it also addresses human rights violations in the years prior to the attack, thus demonstrating that the recent developments cannot be regarded as isolated, but reflect the harsh human rights practices that Turkmenistan has seen for many years.
