Moldova: Torture, discrimination and impunity: Amnesty International submission to the UN Universal Periodic Review, October 2011

In this submission, prepared for the Universal Periodic Review of Moldova in October 2011, Amnesty International expresses concern that Moldova has not yet passed the draft Law on Preventing and Combating Discrimination and that the Consultative Council lacks both financial resources and independence. Amnesty International also expresses concerns about torture and other ill-treatment in police custody; failure to independently investigate allegations of torture and other ill-treatment; and violations of the right to fair trial.
