GEORGIA: Sergo TIDILOV (or TINDILOV)
Kakusha GRIGOLOVA
Amnesty International has now learned that Sergo Tidilov (or Tindilov) and
Kakusha Grigolova have been executed. It appears that a 1992 moratorium on
executions, which applied to persons under sentence of death at the time this
measure was introduced, was lifted by parliament in March 1994. The two men
named above were subsequently executed, it is believed in May.
It is not known how many other persons sentenced prior to the 1992 moratorium
also now face execution. Since then other death sentences have also been
passed. Unofficial sources report that in the last two years 20 people awaiting
execution have lodged petitions for clemency, but that only four such appeals
have been granted.
Amnesty International opposes the death penalty in all cases without
reservation, on the grounds that it is a violation of the right to life and
the right not to be subject to cruel, inhuman or degrading treatment or
punishment as proclaimed in the Universal Declaration on Human Rights. The
organization is urging Eduard Shevardnadze, Chairman of the Georgian parliament
and head of state, to commute all pending death sentences.
FURTHER RECOMMENDED ACTION: Please send telegrams/faxes/express and airmail
letters in English, Russian, Georgian or your own language:
- expressing regret at the execution of Sergo Tidilov (or Tindilov) and Kakusha
Grigolova;
- expressing regret at the lifting of the 1992 moratorium on executions, and
urging its immediate reimposition;
- urging that all other pending death sentences be commuted.
