Two of Ali Ekber Kaya's relatives, Cigdem Daya and Huseyin Dagdeviren, were detained around 23 March 1995. Their detention has been acknowledged. Several others have reportedly been arrested in Tunceli, including Fidan and Husyeyin Guler, a married couple with two children. Their detention has, as far as AI is aware, not been acknowledged. There is concern for their safety.

Amnesty International has learned that two of Ali Ekber Kaya's relatives, Ci_dem
Kaya and Hüseyin Da_deviren, were taken into detention on or around 23 March
1995, when Ali Ekber himself was detained. The detention of all three has
been acknowledged by the authorities.
Reports indicate that since 23 March, several others have been arrested in
Tunceli, including Fidan Güler and Hüseyin Güler, a married couple with two
children. As far as Amnesty International is aware their detention has not
been acknowledged and the organization is concerned for their safety in custody.
Ali Ekber was previously arrested on 22 September 1994 and later released (see
EXTRA 56/94, EUR 44/107/94, 29 September 1994 and follow-up, EUR 44/108/94,
3 October).
UA OF 28 MARCH, AND IN ADDITION: Please send telegrams / telexes / faxes /
express or airmail letters either in English or in your own language:
- appealing for the immediate release of Ali Ekber Kaya, currently held in
Tunceli Police Headquarters and considered by Amnesty International to be a
prisoner of conscience, detained for his work on behalf of the HRA;
- appealing for the immediate release of Ci_dem Kaya and Hüseyin Da_deviren,
apparently detained for being relatives of Ali Ekber Kaya;
- expressing deep concern for the safety of Fidan Güler and Hüseyin Güler,
and seeking assurances that they will not be subjected to ill-treatment or
- reiterating concern for the safety of activists of the HRA, who have been
increasingly subjected to threats and harassment throughout the country; urging
the authorities to investigate the incidents and to bring those responsible
to justice.
