Turkey: Torture, extrajudicial executions, "disappearances"
While welcoming the release of long-term prisoners of conscience and the commutation of all death sentences in Turkey in 1991, and the new government's declaration of intent to end torture, Amnesty International remains concerned about a disturbing increase in allegations of torture, "disappearances" and killings by the security forces. This paper includes testimonies from detainees in various parts of Turkey who have alleged torture in police custody since the new government took office in November 1991. Also included are reports of "disappearances" and deaths in police custody and of extrajudicial killings and "disappearances" in Southeast Turkey, where a counter-insurgency campaign is being waged against Kurdish armed opposition groups, notably the PKK.
