AI is concerned at the escalation of human rights violations as a result of the conflict between the armed opposition and the Indonesian authorities in East Timor. Armed opposition attacks on civilians have resulted in intensive operations by the Indonesian security forces, leading to hundreds of arrests and trials that do not always conform to international standards. The death sentence has also been handed down in East Timor for the first time. Human rights monitors have estimated that 280 peaceful activists have been subjected to short-term arbitary detention, many held in incommunicado detention, during 1997.
