Peru: Amnesty International's concerns about and ill-treatment

This is an amplified version of the report which AI submitted to the UN Committee against Torture (UN CAT) and the Government of Peru in advance of their meeting in Geneva on 9 November. It contains three additional sections, detailing: the conclusions and recommendations arrived at by UN CAT on 9 November; AI's recommendations to the Government of Peru; and AI's concerns about widespread abuses by the armed opposition in Peru. The report examines the legislative and procedural framework within which torture is allowed to take place - suspension of the right of habeas corpus, incommunicado detention, trial procedures and treatment of prisoners convicted of terrorist offences. It also identifies other circumstances which facilitate torture: obstruction of the work of the International Committee of the Red Cross; the role of the Public Ministry; and the virtual impunity enjoyed by human rights violators. Appended to the report are 19 individual cases of reported torture and ill-treatment.
