Further information on UA 342/91 (AMR 36/14/91, 16 October 1991 and follow-up
AMR 36/15/91, 17 October 1991) - Fear of Torture and "Disappearance"
HAITI:Antoine IZMERY - released
Senatus NOSTHER
Fritzner NOSTHER
Amnesty International has learnt of the release of Antoine Izmery. No further
action is required on his behalf. Thank you to all those who sent appeals.
Amnesty International remains concerned for the safety of Senatus and Fritzner
Noster, who are being held at the Caserne de Thiotte (Thiotte military barracks),
Jacmel, South-east Department. They are supporters of President Jean-Bertrand
Aristide who was ousted in a military coup in Haiti in September 1991. They
were arrested by members of the security forces on 4 October and there are
reports that both men have been tortured.
BACKGROUND INFORMATION:
Troops overthrew the democratically elected government of President
Jean-Bertrand Aristide, who took office in Haiti on 7 February 1991, in a coup
d'Etat on Monday 30 September. Since then Amnesty International has learned
of widespread human rights violations committed by the security forces,
including a large number of extrajudicial executions, beatings and mass arrests
without warrant. Many of the victims included supporters of President
Aristide.
RECOMMENDED ACTION: Telegrams/telexes/faxes/airmail letters and telephone
calls:
- expressing concern for the arrest and reported torture of Senatus and
Fritzner Nosther;
- asking for an investigation into the allegations of torture and that
the results of the investigation be made public;
- asking that their physical safety be guaranteed while they are in
detention;
- asking for their immediate release on the grounds that Amnesty
International believes them to be prisoners of conscience.
