Amnesty International has learned that no attempt was ever made to arrest
Dr. Fernand Hachette, as reported in the original UA. He has now left the
country and his life is therefore not in danger.
Amnesty International has also received information about abuses to other
members of the PAEPD. Since the killing of Ronald Pierre in September 1993
all have been subjected to threats and harassment by armed men in civilian
clothes, believed to be linked to the security forces.
Beaucicot Jean Fritz Destra, the Secretary of the PAEPD, has been harassed
on several occasions since September 1993. On 20 October his mother and
sister were seized, apparently by armed men, and held for a short period in
Cité Soleil.
On two occasions in September 1993 armed men came to the home of Joël
Alcindor and demanded that his wife say where he was hiding. On 20 October
he was attacked in the street, but managed to get away.
Since 16 September 1993 Ogéne Bertrand has been in fear for his life and
has been forced to move around. After moving from Port-au-Prince to Les
Cayes, he was questioned by unknown men about what he was doing there and
had to move to another place.
On 17 September 1993 armed men came to the home of St Maccelot Mazile and
harassed members of his family.
On 23 September 1993 three armed men came to the home of Joseph Edner
Pierre and demanded to see his son Jance Pierre, who was later killed on 5
December (see original UA). On 27 January 1994 armed men came to the home
of Joseph Edner Pierre once again and smashed down the door.
On 28 September 1993 an attempt was made to abduct Joachim Tanazy, but he
managed to escape. Two days later armed men came to his home where they

found his wife whom they beat and demanded to know where they could find
her husband. They also demanded money from her.
On 26 November 1993 Enrillio Génesté was severely beaten and had his arm
fractured by armed men. On 13 December armed men came to his home where
they found his wife whom they beat, while demanding that she tell them
where they could find her husband.
On 29 November 1993 the home in Les Cayes of Emmanuel Jean Pierre, Cultural
Secretary of the PAEPD, was searched. His wife and children were beaten
and his animals were killed.
On 9 December 1993 armed men came to the home of Jean Facile Marcellus. On
not finding him at home they attacked his wife, who now lives in fear for
her life. On 15 January 1994 armed men came to their home once again. This
time they reportedly beat both Jean Facile Marcellus and his wife. The
armed men returned again on 22 January and demanded money. Jean Facile
Marcellus was also threatened by unknown men on 3 February 1994.
On 15 December 1993 Felix Jean Pierre was arrested and beaten by armed men
in Jacmel, South East department, but managed to escape. Armed men also
came to the home of Dezius Bernaldo.
All these members of the PAEPD have since been in hiding.
FURTHER RECOMMENDED ACTION: Please send telegrams/telexes/faxes/express and
airmail letters either in French or English or in your own language, or
call by telephone:
- expressing concern at reports that members of the Projet Association
d'Education des Pasteurs pour le Développement (PAEPD) have reportedly been
subjected to threats and harassment;
- urging that steps are taken to guarantee the physical security of all
members of the PAEPD;
- urging prompt and impartial investigations into these allegations, that
the findings be made public and that those found responsible be brought to
justice.
