Colombia: Killings in Cauca Department by the army

, N° d'index: AMR 23/023/1992

AI is concerned about the apparent lack of progress in the investigation into the killing of 17 people in Los Uvos on 7 April 1991. The killing was allegedly carried out by a group of men in military uniform, believed to be members of a counter-insurgency patrol. They reportedly intercepted a bus carrying farm workers and ordered the driver, his two assistants and 14 passengers, to get off the bus and lie prone. They were then shot dead. The dead included three women, one pregnant, and a minor (a list of the names of the dead is included). The attack was attributed to the ELN, an armed opposition group, who denied responsibility. In January 1992 a soldier who claimed to have been involved in the incident testified that the patrol had been ordered to shoot the 17 people.
