Colombia: Arauca: Human rights violations by the Colombian armed forces
Amnesty International is concerned about reports of threats, torture, extrajudicial killing and other violations allegedly perpetrated by the armed forces in Arauca in the first half of 1991. These abuses occur in the context of a counter-insurgency campaign against guerrillas, principally the FARC and the ELN. The following killings are reported: Hector Serrano Rocha, detained by an army patrol on 8 March 1991 and found dead on 9 March; Tomas Tunarosa Cerinza and Salvador Rodriguez, allegedly shot by soldiers on 14 May. Jaime Ramirez Corzo, Jose del Carmen Najas and Omar Merchan have all alleged torture and Ampar Amparo Lopez Quitian, former mayoress of Arauquita, Jaime Hugo Barrios Duarte and Ana Cleotilde Garcia have alleged intimidation by the armed forces.
