Zambia: Misrule of law: human rights in a state of emergency

The four months following an attempted coup on 28 October 1997 saw the suspension of many basic rights guarantees in the constitution. A total of 104 people were detained, including former president Kenneth Kaunda. At least six people were allegedly tortured, one apparently died from injuries. The state of emergency, imposed then and subsequently extended, has resulted in prolonged arbitrary detentions and torture. AI is calling on the Government of Zambia to implement reforms which will bring an end to torture and other human rights violations
