South Africa: State of fear: security force complicity in torture and political killings, 1990-1992

This report documents evidence of security force involvement in killings, torture and attacks on political opponents. They occur during a time of political transition from white minority rule; AI believes them to threaten prospects of democratic change and calls for an investigation of all abuses and for perpetrators to be made accountable. The report includes evidence gathered by an AI delegation visiting South Africa in December 1991. It begins with an assessment of the Harms Commission inquiry into police involvement in "death squad" killings of ANC supporters and goes on to discuss reported repression in Bophuthatswana, alleged collusion in Inkatha attacks, concerns about the KwaZulu Police, the Cape Town "taxi wars" and alleged abuses by western Transvaal police
