The Chadian authorities announced on 24 January 1992 the release of all political prisoners
including the 15 mentioned above who were arrested between 8 and 11 January 1992 in the
Chadian capital, N'Djamena. The authorities claimed that those arrested in early January
1992 were
supporters either of rebels who carried out a violent attack on the Lake Chad region in
the West of the country at the end of December and at the beginning of January 1992, or
of an alleged coup attempt which took place on 13 October 1991. The authorities did not
make public the identities or numbers of those released.
None of those arrested in January 1992 are known to have been charged with any specific
offences. However, the authorities had said before they announced the releases that all
those detained would be brought to trial.
FURTHER RECOMMENDED ACTION: Telegrams/telexes/faxes/airmail letters, in FRENCH if possible:
- welcoming the release of political prisoners, including alleged supporters of rebels
who carried out an armed attack on the Lake Chad region in the west of the country or of
an alleged coup attempt on 13 October 1991 and asking the authorities to reveal the identities
of all those released;
- expressing concern about reports that most of those arrested in January 1992 are members
of the Rassemblement pour la démocratie et le progrès (RDP), Rally for Democracy and Progress,
and that they appeared to have been targeted for arrest because of their peaceful opposition
to the government and in the absence of substantial evidence that they had committed any
offences;
- seeking assurances that opponents of the government and others in Chad will no longer
be arrested or subjected to other forms of human rights violations solely on account of
their peaceful opposition to the government.
