Romania: A summary of human rights concerns

This document deals with AI’s continuing concerns in Romania. The change of government in November 1996 has not significantly affected the observance of basic human rights, particularly the failure to protect fundamental rights guaranteed by the constitution, international treaties and domestic law. AI receives frequent reports of police torture and ill treatment of those detained on suspicion of committing a crime. AI is concerned at the incidents of racial violence against the Romani population and the failure to investigate these and other abuses impartially and effectively. The appendices of the report give details of individual cases.
