Covid-19, the Russian aggression against Ukraine, and widespread reliance on “traditional values” have compounded a deteriorating human rights situation and increasing levels of domestic violence in Eastern Europe and Central Asia. This report exposes institutional, social and cultural challenges faced by survivors of domestic violence in the region and demonstrates how ill-adapted and often deaf state institutions are to their needs. A growing traditionalist, patriarchal and often openly misogynistic political agenda is eroding already sparse institutional, legal and other safeguards against such violence.
