Israel and the Occupied Territories: The place of the fence/wall in international law

Since April 2002, Israel has been in the process of building a fence/wall which runs from the north to the south of the West Bank and around Jerusalem. In this report Amnesty International argues that the construction by Israel of the fence/wall inside the Occupied Territories violates international law and is contributing to grave human rights violations. Therefore, it is appropriate that the International Court of Justice examine this matter. However, Israel maintains that the ICJ does not have jurisdiction to issue an advisory opinion on what they characterize as a “political” matter.
