This handbook is intended to assist governments to fulfill their obligations under international law to cooperate with the international criminal tribunals for the former Yugoslavia and Rwanda. This document provides guidance and practical illustrations of ways to overcome legal and other types of hurdles that government officials may encounter in complying with their obligation under international law to undertake all the necessary steps to ensure full cooperation with the two International Criminal Tribunals. The handbook is accompanied by three supplements containing the UN Security Council resolutions establishing the two tribunals, as well as their respective statutes and the guidelines for drafting legislation issued by the International Criminal Tribunal for the former Yugoslavia. The supplements also feature all the legislation that is known to have been enacted by member states of the UN as of 1 August 1996 and the headquarters agreements between the UN and the Netherlands and the Republic of Tanzania, the two host countries for the Yugoslavia and Rwanda Tribunal respectively.
