Philippines: death penalty: lethal injection bill may herald a return to executions

On 14 February 1996, the Philippine House of Representatives approved a bill to allow for those on detah row to be executed by lethal injection. The bill must be signed by President Fidel Ramos before it becomes law. This is likely to happen within two or three weeks. AI fears that, if this happens, the first executions in the Philippines for 20 years may be carried out before the end of 1996.
