This report describes some of AI’s concerns about the human rights provisions of the Ugandan draft Constitution, presented to President Museveni on 31 December 1992. As it stands, the draft Constitution fails in several important respects to incorporate human rights safeguards: for example, through aspects of its provisions for states of emergency; through its retention of the death penalty; and through its failure to specify that the behaviour of law enforcement officials will conform to the highest professional standards. AI hopes that this report will be widely discussed in Uganda and that its recommendations will be taken into consideration when delegates meet to debate the final text of the Constitution.
