The report looks at the barriers to providing durable solutions for persons internally displaced in Sri Lanka by the conflict and the tsunami. Following the breakdown of peace talks between the government of Sri Lanka and the LTTE in April 2003 there has been an increase in killings abductions, child recruitment and “disappearances” and a growing threat of a return to war. This has affected IDPs because they feel it is not safe to return home, and has added to feelings of insecurity of IDPs living in welfare or transitional centres or camps.
