International Criminal Court: Drafting effective Rules of Procedure and Evidence concerning the trial, appeal and review

This memorandum was distributed to participants at the intersessional meeting organized by the International Institute of Higher Studies in Criminal Sciences in Siracusa, Italy from 22 to 26 June 1999 to discuss issues concerning Rules of Procedure and Evidence (ICC Rules) implementing Parts 6 (The Trial) and 8 (Appeal and Revision) of the Rome Statute of the International Criminal Court. It addresses Amnesty International's concerns with regard to the need for the rules concerning the trial, appeal and review to be consistent with international law and standards. These concerns relate to the need for all ICC Rules to be fully consistent with the right to fair trial and to give due regard to the role of victims in the proceedings and their rights.
