Of some 60 people detained after police raided, and later closed, the offices
of Özgür-Der (Association of Rights and Freedoms) in Istanbul on 14 July 1991,
six lawyers have been released. Among those still in detention is Fatma Patlar,
an official of the health workers' union Sa_l_k-Sen, who is said to have suffered
concussion, possibly brain haemorrhage, during the raid. She was taken to
hospital for two hours, but then returned to Istanbul Police Headquarters.
Aliye Ka_k_r, an official of the municipal workers' union Bem-Sen, reportedly
had one arm broken and is still in detention. There is concern also for Fatma
Gülten _e_en, aged 51, and Nilüfer Alcan, secretary of Özgür-Der, whose health
is said to be poor.
All those named above as well as at least 46 unnamed others are held
incommunicado at Istanbul Police Headquarters where it is feared they
may be subjected to torture during interrogation.
FURTHER RECOMMENDED ACTION:
- expressing concern at the reported injuries of Fatma Patlar and Aliye Ka_k_r
and the ill-health of Fatma Gülten _e_en and Nilüfer Alcan;
- appealing that they immediately receive all necessary medical treatment;
- urging that all detainees are granted prompt access to their families and
lawyers and that they are not ill-treated while in police custody;
- requesting to be informed of any charges against them.
