The Netherlands: Excessive immigration detention, ethnic profiling and counter-terrorism measures: Amnesty International submission for the UN Universal Periodic Review – 27th session of the UPR Working Group, May 2017

Amnesty International acknowledges that the Netherlands has in place a National Action Plan on Human Rights. However, the Plan has been poorly implemented and contains structural weaknesses, including in relation to migrants’ rights and human rights education. Amnesty International is concerned that immigration-related detention exceeds the limit set by the EU Returns Directive limit and that draft legislation on counter-terrorism and intelligence and security services could disproportionally restrict human rights. The organization is also concerned about police ethnic profiling and restrictions on the right to peaceful assembly.
