Austria: Alleged ill-treatment in pre-expulsion detention - the case of Naser Palushi
Naser Palushi is a 22-year-old ethnic Albanian from Kosovo province, Federal Republic of Yugoslavia, who has been accepted as a law student at the University of Vienna. In 1992 he deserted from the Yugoslav National Army, and fled to Austria where he applied for asylum. His asylum applications were rejected and in April 1994 he was arrested and placed in pre-expulsion detention (Schubhaft). According to reports in the Austrian weekly magazine News (edition 21/94) which appeared on 26 May 1994 and from a Vienna-based NGO, Naser Palushi was subjected to torture and ill-treatment in the East Vienna Police Detention Centre, was refused medical treatment and was subsequently placed in an isolation cell. Naser Palushi has since been released and a complaint has been lodged with the Vienna Independent Administrative Tribunal.
