Indonesia / East Timor: "In accordance with the law": statement before the United Nations Special Committee on Decolonization
This oral statement, delivered to the UN Special Committee on Decolonization on 28 July 1992, describes AI's concern about continuing reports of serious human rights violations in East Timor, including torture and extrajudicial execution. It draws attention to the killing of an estimated 100 people in Dili on 12 November 1991 by soldiers firing on a peaceful procession. AI notes that, despite official expressions of regret and of intent to punish the perpetrators, none of the 10 officers tried (by military courts) has been charged with murder and only one was charged with ill-treatment.
