Amnesty International's recommendations in this briefing draw on the human rights standards and principles which the international community has agreed should form the basis for effective responses in situations of disaster and emergency. These take into account the magnitude of the challenge facing governments, while at the same time ensuring that the legitimate goals of public health, order and security are not achieved at the expense of human dignity. This briefing also reflects Amnesty International's longstanding human rights concerns in NAD and the implications of these concerns for the protection of human rights in the aftermath of the earthquake and tsunami.
