On 23 May 2010, a state of public emergency was declared in Kingston and St Andrew parishes in Jamaica. The violence witnessed under the state of emergency was unprecedented in scale in modern Jamaica. One year after the state of emergency was declared investigations have yet to provide conclusive answers about what happened during the state of emergency or to lead to any criminal proceedings. This report details some of the allegations of human rights violations committed during the state of emergency and describes ongoing investigations into those allegations.
