Togo: Impunity for human rights violators at a time of reform

This document states Amnesty International's concerns about the need for thorough investigation of past human rights violations in Togo and for reforms to prevent future abuses. Information is given about the present political situation, including reforms introduced by the government in 1991 in response to public pressure. Revelations about past abuses are reported. These include alleged extrajudicial executions and deaths in detention at Kaza detention centre; the alleged death through starvation of former Vice- President Idrissou Antoine Meatchi; reported arbitrary detentions and killings near game parks near Sansanne Mango in northern Togo and violations reported from President Eyadema's home area. Alleged killings at Be Lagoon in April 1991 are also reported.
