Kenya: Memorandum to the Kenyan Government on the Suppression of Terrorism Bill 2003

In this memorandum, Amnesty International’s concerns focus primarily on the proposed legislation’s incompatibility with international; human rights standards, particularly the ICCPR and ACHPR. Amnesty International is concerned that the Suppression of Terrorism Bill could encourage the creation of a two-tier justice system, providing the legal framework of arbitrary arrests, searches, illegal detention and a flawed judicial process. Recommendations made to ensure that any new legislation to address “terrorism” or “acts of terrorism” is consistent with Kenya’s human rights obligations.
