The authorities failed to address key economic and social rights affected by the country’s economic crisis, leaving residents without adequate access to healthcare and water. Impunity continued to protect perpetrators of torture and other crimes. Defamation laws were used against critics of the authorities. Migrant workers, particularly women domestic workers, continued to face abuse under the discriminatory kafala (sponsorship) system. Women still faced discrimination in law and in practice.
