In July 1994 around 2 million Rwandese refugees fled their country. Around 200,000 refugees from Burundi are also still living outside their country while a further 200,000 are displaced within the country. This report details the risks facing refugees on their return to Rwanda and Burundi and considers the question of repatriation, examining the roles of the governments of Rwanda and Burundi, the governments of countries of asylum, leaders of the refugees and components of the international community. A series of recommendations are made for action needed to create conditions in Rwanda and Burundi which would enable refugees to return voluntarily and safely.
