This submission was prepared for the Universal Periodic Review (UPR) of Libya in November 2025. In its submission, Amnesty International evaluates Libya’s implementation of recommendations made in its previous review and assesses the national human rights framework with regard to the constitutional vacuum, the compliance of domestic legislation with international human rights law, and Libya’s ratification of core international human rights treaties.
