AI was concerned in particular about the increase in the numbers of Palestinians killed and the continuing use of torture by the Israeli security forces. Other concerns were the arbitrary detention and torture of detainees in the Khiam prison in South Lebanon and the deportation of over 400 Palestinians to South Lebanon in December 1992, in response to the abduction and killing of Border Policeman Nissim Toledano by Hamas.
