Egypt: Security police detentions undermine the rule of law

Thousands of political prisoners have been arrested and detained since the imposition of the state of emergency in 1981. The following people have been detained for prolonged periods: Ahmed Gad al-Rab Ahmed ‘Ali, Al-Ahmadi Mohammad Ahmed Baysouni, Ahmed Ibrahim al-Naggar, ‘Abd al-Sami’ Hassan Mohammad and ‘Ali ‘Abd al-Nabi ‘Ali. Diyab Saqr Adam was arrested apparently because the police wanted his neighbour: he has not been seen since. Safwat Ahmed ‘Abd al-Ghani’s relatives were arrested after his escape in 1991. ‘Adel Mohammad ‘Abd al-Maguid ‘Abd al-Bary, ‘Ali Mohammad al-Gindi and Mohammad al-Sayyid al-Sayyid Higazi have been repeatedly arrested. Mostafa Muhammad ‘Abd al-Hamid ‘Othman was arrested in late 1989; he remains “disappeared”. Reports of torture are included
