This paper sets out Amnesty International’s key recommendations for the twenty-third session of the Assembly of States Parties to the Rome Statute, which we urge all states parties to consider and reflect in their interventions, and the Assembly to address. The recommendations focus on the plenary debates on the Assembly’s agenda, as well as other key topics, including threats to the International Criminal Court (ICC); opposing double standards and selectivity; 2025 proposed ICC budget and; arrests and cooperation.
