Universal jurisdiction: Strengthening this essential tool of international justice

This paper suggests steps that should be taken at the international level to strengthen universal jurisdiction with regard to crimes under international law. In addition, the paper identifies concrete measures states should take to strengthen this essential tool of international justice at the national level through improved legislation regarding crimes under international law, vigorous investigations and prosecutions in fair trials without the death penalty and increased cooperation between states regarding such crimes through extradition and mutual legal assistance.
