In this document Amnesty International makes recommendations to the governments of various states about ending torture, arbitrary arrests, the death penalty, for example. The organization also makes wide-ranging recommendations about ESCR, violence against women, impunity, harassment of human rights defenders, and human rights and counter-terrorism.
