This submission gives Amnesty International’s views on opportunities, best practices, actionable solutions, challenges and barriers relevant to the topic of the second dialogue under the UNFCCC United Arab Emirates Just Transition Work Programme (JTWP) on “ensuring support for people-centric and equitable just transition pathways with a focus on the whole-of-society approach and the workforce”. It indicates how human rights can operate as a compass for just transition pathways, offering by their very nature a whole of society approach. A human rights approach can enable assessment of the existence and effectiveness of plans and policies to bring about a just workforce transition.
