UN: Global study on the impact of counter terrorism measures on civil society and civic space: Special Rapporteur on the promotion and protection of human rights and fundamental freedoms while countering terrorism

Amnesty International welcomes the opportunity to provide this submission to the United Nations Special Rapporteur on the promotion and protection of human rights and fundamental freedoms while countering terrorism in order to aid her Global Study into the impact of counter terrorism measures on civil society and civic space. It is concerned that an international counter terrorism architecture has emerged, namely the UN Office of Counter Terrorism and the UN Counter Terrorism Executive Directorate, that encourages states to take counter terrorism measures, often without adequate consultation with, or cognisance of the impact on, civil society. This submission covers parts of the questions posed in the questionnaire provided by the UN Special Rapporteur. It is not an exhaustive analysis of the impact of counter terrorism measures on civil society and civic space.
