Amnesty International is making the following submission in response to a request for contributions by the Independent Expert on the effects of foreign debt and other related international financial obligations of States on the full enjoyment of all human rights, particularly economic, social and cultural rights (hereafter the Independent Expert) with respect to her forthcoming report on Taxation, illicit financial flows and human rights. Specifically, the submission seeks to address questions 2 and 4.
