International Law Commission: Initial Recommendations for a Convention on Crimes Against Humanity

Amnesty International calls on the International Law Commission to consider the following recommendations while drafting the Convention on crimes against humanity – on universal jurisdiction, aut dedere aut judicare (extradite or prosecute), amnesties and similar measures of impunity, military courts and reservations. It considers that the ILC should codify existing rules of customary international law in the field of international criminal law, as well as emerging norms that contribute towards the effective prosecution of those suspected of criminal responsibility for crimes against humanity.
