This letter provides below a brief summary of Amnesty International’s views on the powers of the Prosecutor of the International Criminal Court pursuant to Article 53 of the Rome Statute of the International Criminal Court. The remarks fall into two categories: first, with respect to the situations where suspensions of investigations are authorized under the Rome Statute and, second, the scope of the concept of “interests of justice” under Article 53 and the related matters outlined in the Office of the Prosecutor memorandum distributed in April this year.
