This report, which is the fourth document in the second series of papers produced on the Kosovo crisis, describes the lack of protection for refugees and displaced people from Kosovo province. It calls on all parties in conflict to follow the UN Guiding Principles on Internal Displacement in order to respect the rights of displaced people, and calls on the host countries of asylum-seekers from Kosovo to respect the principle of non-refoulement and the UN Refugee Convention.
