Serbia: Ending Impunity for Crimes under International Law

Twenty years after the Socialist Federal Republic of Yugoslavia began to tear itself apart, the majority of those suspected of crimes under international law committed during the armed conflicts have not been brought to justice. This report analyses the shortcomings within Serbia’s prosecutorial and judicial system, which prevents them from comprehensively addressing impunity for crimes under international law. It provides recommendations to the Serbian government and the European Commission on measures needed to be taken to address these shortcomings, as part of Serbia’s negotiations on accession to the European Union.
