Spain: Comments by Amnesty International on the government’s Fourth Periodic Report to the Human Rights Committee

Amnesty International prepared this commentary on Spain’s Fourth Periodic Report on its implementation of the ICCPR, for the information of the UN Human Rights Committee. It concentrates on issues of concern such as the alleged torture and ill-treatment of detainees, both those held for ordinary criminal offences, and those held incommunicado under special “anti-terrorist” legislation; deaths in custody; effective impunity for those convicted of torture and ill-treatment; the imprisonment of conscientious objectors as prisoners of conscience; and the abuse of human rights by armed opposition groups, including murder, kidnapping and hostage-taking. The Concluding Observations of the Human Rights Committee, following its consideration of Spain’s Fourth Periodic Report, are appended.
