This submission was prepared for the Universal Periodic Review (UPR) of Bulgaria on 6 November 2025. In it, Amnesty International evaluates the implementation of recommendations made to Bulgaria in its previous review.
It also assesses the national human rights framework with regard to the rights to freedom of expression and association and the rights of marginalized groups.
With regard to the human rights situation on the ground, Amnesty International raises concern about gender-based violence, the rights to freedom of expression, peaceful assembly and association, LGBTI rights and treatment of refugees and migrants.
